				<content:encoded><![CDATA[<p style="text-align: left;">National Night Out has proven to be an effective, inexpensive and enjoyable program to help promote neighborhood spirit and police-community partnerships in our fight for a safer nation.</p>
<p>Join Constable Beth Villarreal and the officers of Precinct 5 as they host their first ever National Night Out event on Tuesday, October 4, 2011  at Kiest Park (next to the recreation center).  They will promote and distribute free drug prevention material,  child safety awareness along with other important information. This will be a fun filled evening where you can meet your neighbors and enjoy plenty of food, fun activities and wholesome entertainment for the entire family. You will also have the opportunity to meet some of your local judges and community leaders.  So come out and let us shake your hand!</p>

The investigation was based on the GPS tracking data provided by the county auditor. It was alleged that a deputy in my precinct may have falsified court documents based on the data which had been provided. Our investigation shows that the dates of the GPS data and the dates of the sworn documented services did not match. The investigation did however; discover instances of inadequate documentation which I and my command staff will handle administratively. Therefore, our office concluded that based on the information received from the auditor’s office, this office has conducted a thorough and complete investigation with a finding of inconclusive.</p>
<p>While this office may not have acted as quickly as others in county government would have preferred; I felt it was important to conduct a thorough and complete investigation leaving no stone unturned in order to ensure that I do my part in protecting the county and avoid costly lawsuits at the expense of tax payers for wrongful termination.</p>
<p>I assure my constituents that I do not tolerate dishonesty or any other inappropriate behavior from any deputies and will act swiftly on any substantiated claim in accordance with the law and rid this constable&#8217;s office of any deputy who dishonors not only the public’s trust but also their badge.</p>
<p>This office will refrain from commenting or speculating as to any action taken by other Constable’s offices.</p>
<p>I would like to publically thank my Chief and my Lt. for having spent long days and hours in their diligent efforts in resolving this matter since having this first brought to our attention on May 12, 2011.</p>

<p>One of Constable Villarreal&#8217;s passion is for the youth of tommorow. Constable Villarreal takes every opportunity available to speak with the seniors of Dallas Can Academy in encouraging them not to let the obtacles of today hinder them from achieving their goals of tomorrow. Constable Villarreal also partners with Town View Magnet Center providing an internship program for its seniors. This program allows students outlooks into various divisions of Law Enforcement.</p>
<p>One of the the obtacles Constable Villarreal overcame and is able to relate with the students is being a mother at a very young age. Constable Villarreal also shares the hardships she experienced as a child and how she overcame an extremely challenging childhood.</p>
<p>Constable Villarreal expresses to the students that she expects nothing less  than their best and stresses &#8220;that if she can do it, they can do it and that there are no excuses in life.&#8221;</p>

				<content:encoded><![CDATA[<p>When Constable Villarreal took office on July 14, 2010. She had a general idea of what to expect she just wasn&#8217;t sure as to the extent of that task until she was inside the office. Once Constable Villarreal  reviewed the status of the office as a whole, she realized that the real concern was the appearance of no accountability compounded with the lack of efficiency. Here is an update on where Constable Villarreal is on this journey of change.</p>
<p><strong> </strong><strong>1. Research on what/ if any policies had been placed</strong><br />
<strong>a.</strong>  We established that there had been a policy previously established, but had to determine if those policies were practical for the direction in which we wanted to take this office.<br />
<strong>b</strong>.  After determining that the current policies would have to be revamped, new policies and procedures were established and enforced.</p>
<p><strong>2. A full and complete audit of the entire Precinct was ordered to establish a complete list of resources in staff and equipment the office had to work with in order to function in the most productive manner.</strong><br />
<strong>a. </strong>We discovered that most personnel files were missing information. However, all personnel files have been completed and up to date according to the State’s standards and requirements.<br />
<strong>b. </strong>Through vigorous researching we were able to establish that the officers had in fact received their state required training. Firearms qualifications were also immediately completed and recorded.</p>
<p><strong>3. A full and complete audit was conducted on Time and Attendance from each employee of Precinct 5.</strong><br />
<strong>a.</strong> We determined that there was in fact a clear indication of abuse for Sick Leave throughout one year’s period reflecting from 2009 &#8211; 2010. Although this occurred during the previous administration all officers whose records indicated abuse of this policy received immediate counseling.</p>
<p><strong>4. Assignment of work stations for each deputy.</strong><br />
<strong>a.</strong>  Realizing that it was not practical for deputies to wait in line in order to use two computers which were available at the time, Constable Villarreal ordered to gather all desks, phones and computers from Precinct 5 which was not being used and issued to each officer. By doing so, it would allow each officer to  have their individualized work station where they are able to adequately research their warrants and civil process along with using phones in order to make the needed contact with defendants and plaintiffs. Computers are also being utilized for entering warrants in a timely manner into the data base. By taking these measures Constable Villarreal reduced the amount of daily downtime each officer had while waiting to use this essential equipment and she was able to increase each officer&#8217;s productivity by a substantial amount.</p>
<p><strong>5.Implemented Warrant Notification Post Cards to violators.</strong><br />
<strong>a.</strong>  Due to the recent Reduction in Force causing Constable Villarreal to lose 16 of her deputies and after researching different areas of condensed concern, Constable Villarreal acquired a substitutive solution for the now reduced staff. After meeting with the Truancy Judge and other Constable colleagues Constable Villarreal implemented a Warrant Notification Postcard for Truants. This allows for the Truancy Warrant division to maintain a balance of its executions despite the reduction of manpower and it also allows us to stay focused on the road to progress.</p>
<p>This project has proven to be successful in reducing the amount of outstanding truancy warrants in Precinct 5, Constable Villarreal has recently met with Justice of the Peace Juan Jasso and is looking forward to begin the same project for all other warrants in Precinct 5.</p>
<p><strong>Vision and Goal for the office:</strong><br />
&#8220;My goal is to continue to seek innovative solutions for this office and for my staff. These solutions may be in the forms of equipping my deputies with tools needed in order to make their jobs more productive to partnering with other Constable’s offices to bounce off ideas which may benefit all Constables offices. My vision is to see this Constable’s office succeed beyond my own expectations. I don’t ever want to reach a point where I become complacent in my work. I believe when we no longer challenge ourselves, we no longer continue to grow.&#8221;</p>

				<content:encoded><![CDATA[<p>We won and the cleaning has begun!  We will continue to win during the course of our journey together as we travel down the road to  justice!</p>
<p>Thank you to everyone who worked so hard to elect me, Beth Villarreal as your next Constable for Precinct 5 and thank you to everyone who voted.</p>
<p>We have a challenging road ahead of us recapturing what had been lost from us along the way.  My goal as your Constable is to bring integrity, professionalism and excellence in customer service in every level to those whom we serve.</p>
<p>Thank you for the trust and confidence you placed in me as well as the opportunity to serve in this capacity. I am committed to working for you in order to make our neighborhoods a better place to visit, shop and live.</p>
<p>Together, we are improving our community.</p>
